I hate it when in movies, the romans say they own the world. They didn't. There was still more territory to the south and to the east. They should have conquered it. Why not, the mongols, and even the british later on had a larger empire than they did.

The british had better technology to maintain a larger empire. But the romans considered the rest of the world "uncivilized," and therefore the "real world" was Rome.
It is possible they could have expanded as a Republic, but when control of the empire shifted to the emperors, then there was too much corruption to expand effeciently.
